
Monrovia – The Auditor General of Liberia, P. Garswa Jackson, Sr., has been elected Chairman of the Economic Community of West African States Supreme Audit Institutions (ECOSAI) for a two-year term.
Auditor General Jackson was elected unopposed by twelve of his counterparts during the Third Meeting of the ECOWAS Organization of Supreme Audit Institutions (ECOSAI), held in Accra, Ghana, from October 7–11, 2025. He succeeds the Auditor General of Ghana, Hon. Johnson Akuamoah Asiedu.
During the meeting, Auditor General Jackson delivered a presentation on the establishment and implementation of an Audit Follow-up Mechanism by the General Auditing Commission (GAC).
According to a release, Jackson explained that the system was developed in line with INTOSAI principles and Liberia’s Public Financial Management framework to ensure that audit recommendations are systematically tracked, monitored, and acted upon.
The presentation highlighted key components of the mechanism, including a corrective action plan, audit recommendation tracker, follow-up dashboards, and collaboration with key stakeholders such as the Public Accounts Committee, the Internal Audit Agency, and the Ministry of Finance and Development Planning. According to Jackson, these tools and processes are designed to strengthen accountability, promote compliance, and enhance audit effectiveness across government institutions.
Following his presentation, members noted that the implementation of audit recommendations remains low across the region, largely due to weak institutional ownership and limited enforcement. Citing Ghana’s experience—where strong executive support, including the president’s pledge to establish commercial courts for audit-related cases, has improved compliance and fund recovery—the Auditor General of Ghana emphasized the importance of political will and institutional collaboration in achieving tangible results.
Delegates unanimously agreed that sustained inter-institutional cooperation and political commitment are crucial for the timely and effective implementation of audit recommendations.
The release notes that at the conclusion of Auditor General Jackson’s presentation, his colleagues commended the insightful and practical approach he proposed for improving audit impact across the ECOWAS region. They also resolved to adapt and contextualize the tools and strategies developed by Liberia’s GAC within their respective countries.
Other key issues discussed during the meeting included the ECOWAS Levy Audit, the Member States’ 4.5% Community Levy Subvention Audit, and the Collaborative Audit Planning of the ECOWAS Community Levy.
Auditor General Jackson was also elected alongside the Auditors General of Guinea-Bissau and Benin as First and Second Vice Chairpersons, respectively.
