THE Namibian government has announced the freezing of public service positions that are vacant but have not been advertised.
This is according to a directive shared by the Secretary to Cabinet, Ambassador Emilia Mkusa, who said that the 24th (2025) Cabinet Meeting held on 7 October 2025 considered an item entitled “Micro-fiscal Developments and Prospects for the 2025/2026 Financial Year Mid-Year Budget, and the Medium Term Budget Policy Statement for the 2026/2027–2028/2029 Medium Term Expenditure Framework (MEFT)” and endorsed various recommendations aimed at improving the Namibian economy.
“Among the said recommendations is the freezing in filling of non-advertised positions with immediate effect until 31 March 2026, with the exception of medical personnel and educators. Positions that have already been cleared and advertised are not affected by this directive. Accounting officers are urged to expedite the filling of such positions as a matter of urgency. Cleared positions but not advertised should be halted,” Mkusa said.
She added that, in view of the above, all accounting officers are directed to seize requests to Cabinet for filling of positions effectively.
