Monrovia — The Monrovia City Magisterial Court has dismissed with prejudice all criminal charges brought against Mr. Allen R. Brown Jr., Chief Executive Officer of Urban Marketing Group Inc., bringing a decisive end to a case the court described as frivolous, malicious, and legally unsustainable.
The ruling, delivered by His Honor L. Ben Barco, terminates proceedings initiated in September 2025 by representatives of the Intestate Estate of the late John Hilary Tubman.
The allegations—ranging from criminal trespass to mischief—were found to be entirely unsubstantiated, lacking credible evidence and prosecutorial diligence.
In a firm rebuke of the misuse of the judicial process, Judge Barco ordered the matter dismissed with prejudice, thereby restoring Mr. Brown’s full rights and permanently barring any attempt to re-litigate the same claims.
“The Court should not be used to harass a defendant in the name of seeking justice,” Judge Barco stated in his ruling.
Court records show that the defense successfully argued the case was not filed to advance justice, but rather to damage reputation, disrupt legitimate business operations, and intimidate a private citizen.
With the ruling, Mr. Brown stands fully absolved of all charges.

Despite the personal and professional toll of the dismissed proceedings, Mr. Brown said he remains focused on contributing to Liberia’s development.
“My faith in Liberia’s future remains unshaken,” Mr. Brown said. “This ruling reaffirms that truth and justice ultimately prevail. I remain more committed than ever to contributing positively to our nation’s development. We will not be distracted by those who seek to undermine progress; we will stay focused on building Liberia.”
The ruling reinforces a fundamental principle of justice—that courts exist to uphold the rule of law, not to serve as instruments of harassment or vendetta.
From the outset, Mr. Brown’s legal team maintained that the allegations were unsupported and driven by personal interests rather than legitimate legal concerns. Over several months of hearings, the defense presented evidence showing that Mr. Brown acted within the bounds of the law and that the estate’s claims were inconsistent and lacked factual support.
