THE Anti-Corruption Commission (ACC) has announced that Sergeant (Sgt) Victory Hafeni Vatileni, 37, a police officer stationed at Ondangwa Police Station, has been arrested on corruption charges, while Fillemon Kadhikwa, also known as Kasita, 36, an inmate at Ondangwa Police Holding Cells, was slapped with additional charges in connection with the same matter.
The arrest took place on 22 January 2026, and the two were charged following investigations into alleged corrupt practices.
ACC spokesperson Marina Matundu explained that Kadhikwa, while detained at Ondangwa Police Holding Cells on 30 January 2023, offered a bribe of N$2,000 to Detective Warrant Officer Hashoongo to avoid being charged in a fraud case that the officer was investigating against him.

“On the same day, Sgt Vatileni, while on duty at Ondangwa Police Station, received N$2,000 from Kadhikwa’s brother and handed it directly to Mr Kadhikwa in the holding cells without recording the transaction in the police register. During the investigation, Sgt Vatileni provided false information to the ACC investigating officer, claiming that he gave the money to another police officer on duty and that he did not communicate with Mr Kadhikwa via mobile phone while the latter was in custody,” Matundu said.
Kadhikwa was arrested and charged with contravention of Section 34(a) of the Anti-Corruption Act, namely corruptly giving gratification; alternatively, contravention of Section 38(b) of the same Act, bribery of a public officer.
Sgt Victory Hafeni Vatileni was charged with contravention of Section 29(1)(d) of the Anti-Corruption Act, namely providing false information to an authorised officer.
They appeared in the Ondangwa Magistrate’s Court on 23 January 2026 and were each granted bail of N$2,000.
The cases were postponed to 10 June 2026 for the fixing of a trial date.
“Corruption undermines good governance and service delivery. The Commission remains steadfast in investigating and ensuring that those involved in corrupt activities are held accountable under the law,” Matundu said.
