THE U.S. Ambassador to Namibia, John Giordano, delivered opening remarks at the official launch of the National Counterproliferation Finance (CPF) Legal Frameworks Training in Windhoek.
This three-day workshop, which concluded on Wednesday, was organised by the U.S. Department of State’s Bureau of Arms Control and Non-proliferation, Office of Cooperative Threat Reduction (ACN/CTR), and facilitated by the Pacific Northwest National Laboratory (PNNL). The training brought together key U.S. and Namibian stakeholders to strengthen Namibia’s legal frameworks and operational capacity to address proliferation finance risks.
Funded by the Department of State’s Arms Control and Non-proliferation Bureau and building on previous workshops held in 2022 and 2024, this initiative aims to enhance the effectiveness of counterproliferation finance in accordance with Namibian laws and regulations. The workshop also seeks to identify opportunities for improved cooperation and coordination among stakeholders.
In his remarks, Ambassador Giordano said, “Today’s workshop is a clear example of how we can work together to address shared security challenges. Countering the financing of weapons of mass destruction is not just a technical or legal issue—it is a matter of national and global security.”
He concluded that the United States remains committed to supporting Namibia’s efforts to safeguard its financial system, strengthen the rule of law, and contribute to regional and global security through effective counterproliferation finance measures.
