THE Namibian Correctional Services (NCS) has refuted claims of favoritism after allegations that the daughter of head of the Namibian Police Force, Leefa Shikongo, was hired as a new recruit despite allegedly only having a grade 9 qualification.
Commissioner General Raphael Hamunyela, head of the NCS, said that on 23 October 2024, the NCS announced a recruitment drive via its notice board and various media platforms, inviting applications for 200 recruit positions. The application deadline for this had been January 2025.
“Take note that the advert required hairdressers with a diploma as a TVET trainee, or someone with three years traceable experience. In the case of Shikongo, she demonstrated a high level of experience and knowledge in hairdressing as per the results of the written test conducted at the Ministerial Headquarters on 8 May 2025, and a practical assessment held at the Windhoek Female Correctional Facility on 14 May 2025, where she scored 84% overall and therefore met the requirements to be recruited as a hairdresser,” Hamunyela said.
He added that, in addition to this, Shikongo holds a certificate in Health Caregiver from D’Expert Health Care Close Corporation, which he said is critical to the NCS’s operations.
He concluded that she successfully completed the three-month basic orientation training at Rietfontein Training Centre in the Otjozondjupa Region on 11 December 2025.
