MALAKAL, Upper Nile (Eye Radio) – Upper Nile State Governor Jacob Dollar Ruot issued an administrative ultimatum, demanding that all non-governmental organizations (NGOs) operating in Nasir County relocate their activities to Nasir Town within 48 hours or face the immediate revocation of their operating certificates.
Governor Dollar made a strongly worded statement while addressing hundreds of residents of Nasir Town on Saturday, December 6, following his arrival.
He accused NGOs operating in the area of exploiting the local population and surviving off their suffering, publicly branding the aid groups ‘blood suckers’ and threatening to revoke their operating licenses if they refused to comply with his order.
“[By an] administrative order as a governor,” Ruot declared:”Any non-governmental organization that does not want to come here to operate in Nasir Town, starting from Monday [December 8, 2025], will have its operation certificate revoked with immediate effect.”
The Governor escalated his accusations, branding the aid groups as “blood suckers” of the community. He asserted that their continued presence and operational model were designed solely to attract continued donor funding.
Governor Dollar warned that if the NGOs refuse to comply and report to Nasir, he would personally ensure their operating certificates are invalidated upon his return to the state capital, Malakal.
“If you refuse to report to Nasir, once I return to Malakal, I will make sure your operation certificate is invalid, and you will not go anywhere in the state as long as I am still the governor of Upper Nile,” he concluded.
