The Governor of Central Equatoria State, Emmanuel Adil Anthony, has announced a strict crackdown on littering in Juba, warning that anyone found throwing plastic bottles or other waste in public places will face legal consequences.
Speaking during the launch of a citywide clean-up campaign on Friday, Governor Adil said the new measures take effect immediately and will be enforced across the city.
“We are going to do enforcement on anti-littering. I think, Mayor, you have a law against throwing water bottles in public. I want to declare from today that throwing bottles in public places has become an offense in Juba City; it is going to be a crime,” he declared during the launch of the clean up campaign.
He said security forces will enforce the order and those who throw bottle from their car window have their vehicles confiscated.
“We will deploy security forces, and if we find someone throwing a bottle from a moving vehicle, we will impound your car and issue a fine. The amount will be determined later by the Mayor because we need money. If you are a rickshaw driver and someone, whether a passenger or otherwise, throws a bottle from your vehicle, you, the driver, will be held responsible,” he added.
Governor Adil said the state government, together with the Juba City Council, will immediately begin enforcing the new anti-littering regulations.
He also directed administrative officers at the local level to ensure full implementation of the order.
He further banned dumping of garbage along roads and public spaces and urged traders and shop owners to install trash bins in front of their businesses to help maintain cleanliness.
The governor also warned drivers against throwing water bottles from moving vehicles, saying the practice contributes to pollution and endangers public health.
“I don’t want garbage dumped in the middle of the streets or along the roads. We must stop this habit of brining garbage dump on the road; we must stop it because it damages our city,” he asserted.
